Azerbaijan officially dissolves Nagorno-Karabakh

GORIS, Armenia — The breakaway region of Nagorno-Karabakh will cease to exist and its remaining ethnic Armenian population will have to accept being ruled as part of Azerbaijan, according to a decree issued Thursday.In a statement, the unrecognized Karabakh Armenian administration said that de facto President Samvel Shakhramanyan had signed an agreement that would “dissolve all state institutions and organizations under their departmental authority by January 1, 2024.”At the same time, the message reads, the local population must now “familiarize themselves with the conditions of reintegration presented by the Republic of Azerbaijan, with the aim of making an independent and individual decision about the possibility of staying (or returning) in Nagorno-Karabakh.”Since Azerbaijan reopened the only road linking Nagorno-Karabakh to Armenia on Sunday, 65,036 people have fled their homes, the Armenian government reported. Video appears to show American solider who crossed into North Korea arriving back in the US

The American soldier who sprinted into North Korea across the heavily fortified border between the Koreas two months ago arrived back in the U.S. early Thursday, local affiliate video appeared to show. Pvt. Travis King’s release was secured with the help of ally Sweden and rival China, the White House said Wednesday. North Korea said it would expel King earlier the same day.King appeared to walk off a plane in San Antonio, Texas. MADRID (AP) — Spanish police raided offices of the Spanish soccer federation on Thursday as part of a judicial investigation into the alleged payment of millions of euros over several years by Barcelona soccer club to the vice president of Spain’s football refereeing committee.The Guardia Civil confirmed to The Associated Press that its police had searched the offices of the referee committee at the federation headquarters near Madrid. The police said they had not made any arrests and were acting on the orders of the judge investigating the case.In March, state prosecutors formally accused Barcelona of corruption in sports, fraudulent management, and falsification of mercantile documentation. STOCKHOLM (AP) — Three people were killed overnight in separate incidents in Sweden as deadly violence linked to a feud between criminal gangs escalated. Late Wednesday, an 18-year-old man was shot dead in a Stockholm suburb. Hours later, a man was killed and another was wounded in a shooting in Jordbro, south of the Swedish capital.Early Thursday a woman in her 20s died in an explosion in Uppsala, west of Stockholm. The blast, which damaged five houses, is being treated by the police as a murder. Swedish media said the woman who died likely was not the target.Swedish broadcaster SVT noted that the two fatal shootings brings the death toll from gun violence in September to 11, making it the deadliest month for shootings since police started keeping statistics in 2016. The Commission has launched the DSA Transparency Database, putting in action one of the many ground-breaking transparency features mandated by the DSA.Under the DSA, all providers of hosting services are required to provide users with clear and specific information, so-called statements of reasons, whenever they remove or restrict access to certain content. The new database will collect these statements of reasons in accordance with Article 24(5) of the DSA. This makes  this database a first-of-its-kind regulatory repository, where data on content moderation decisions taken by providers of online platforms active in the EU are accessible to the general public at an unprecedented scale and granularity, enabling more online accountability.Only Very Large Online Platforms (VLOPs) need to submit data to the database as part of their compliance with DSA already now.
